The goal of this agreement is to accelerate the development of combustion technologies for use by industry that demonstrate reduced fuel consumption and have lower pollutant emissions. This goal is achieved by the development of analytical and experimental methods. This goal also emphasizes a high degree of industrial involvement to ensure adequate attention to industrial needs (i.e., "market pull") and dissemination of technology to the marketplace. It is facilitated by a task-sharing agreement among member nations and through personnel exchanges.
This Implementing Agreement has relation to other Agreements under IEA auspices. These are the Implementing Agreement on Alternative Motor Fuels, the Implementing Agreement on Production and Utilization of Hydrogen, and the Implementing Agreement on Energy Conservation in the Pulp and Paper Industry.
